It will effect DIY juice makers to some degree because Nicotine base will only be available with a maximum strength of 2%/20mg unless you have a medical licence. 0% nic is not effected by the TPD

So it shouldn't effect me then not having nicotine in the juice i think i'll be having a go at making juice sooner rather than later sounds like its easy enough to make

Mixing your own juice is especially easy if you don't use nicotine, since the other stuff is all perfectly harmless so you don't need to worry about wearing gloves and being super safe with it. 

I haven't tried using my eliquid calculator to make 0mg juice... I'd assume you can just put 0 in the "desired nicotine strength" and it should tell you not to use any nicotine base... I'll have to try that out and see. Anyway I've got an eliquid calculator that I wrote for Excel that might help if you decide to mix your own juice, there's a link over on my blog.

If I recall correctly, he gets a lot of his flavors from a French site, I believe it was called solubarome.fr or something like that. 
I get my flavors, PG, and VG from capellaflavors.com, empty juice bottles and some other flavors from mtbakervapor.com, and nicotine base from nicvape.com. I'm pretty sure those places all ship overseas, but you might be able to find better prices at a European vendor, especially since overseas shipping is crazy expensive from the US to UK.

For flavours there are lots of options. Solubarome.fr is only in French or Italian. Fortunately I can read French well enough to get by. Their minimum shipping is 14 euros though so small orders work out quite expensive. Their vanilla is lovely - I just bought 2 litre's of it and will get a sample off to you this weekend.

With most flavours from Solubarome, I mix them at 20% flavour so 2ml per 10ml. Avoid their Forest Fruits and Red Fruit Crumble - they may be good in food but vape like tear gas. They might work better at a much reduced flavour percentage but I've not yet tried.

Some  flavours are best used to modify other flavours, typically I mix those at 2-5% and I try never to go above 25% flavouring. So, for example, to make my Quick Custard I use 16% Solubarome vanilla and 4% Cupcake World cream or about 2 drops per 30ml of Solubarome super cream. Adding 5% Brazilian Coffee flavour to that makes a very creamy custard that to me doesn't taste of coffee at all but is very nice.
