Safety Precautions when mixing at 0mg
I was lazy and didn't search, sue me. On_the_quiet
I'm going to buy some DIY stuff, including 480 ml's each of PG and VG.
Along with some flavor concentrates.

I'm assuming all the gloves and super spill precautions are because of the ease of nicotine poisoning occurring when mixing?

If I were to use syringes with bottles and such, and just willy nilly mix flavors and such, would I be generally okay?

You might get contaminates in your juice, but since I don't use gloves, I'm not one to talk. The first rule of mixing is keep it clean. I strongly suggest not mixing randomly, but have a recipe or you could end up pouring all your supplies down the sink.

Play with a juice calculator before you order. I shoot for 70/30 to 80/20. Most flavors have a PG base, some PG comes from my Nic. So I have yet to use the PG I purchased when I started. But I keep buying VG.

I forget who mentioned it, it might have been you, but someone mentioned a Juice Me Up Windows application, I downloaded that.
I'll probably re-adjust my cart to shoot for 70/30.
I've not researched how much flavoring per 100ml yet, but I assumed if I stocked up I could just read, then mix.

I usually mix my juice at 10% flavoring, so for a 100ml bottle that'd be 10ml of flavor. Some folks do more, I just find higher percentages to be overpowering flavor. But if you aim for 10-20% you'll do well. 

Juice Me Up is supposed to be a very good program, though I haven't used it myself since I made my own Excel spreadsheet for mixing Tongue

As for cleanliness... You want to be clean, since you'll be inhaling this stuff, but you don't need to be as super careful with it since you're not using nicotine so you don't run the risk of it getting absorbed through your skin. I've never been the best about cleanliness anyway, Don's our resident chemist and I'm sure he's got some tips on what is or is not okay.

Alrighties.
I definitely plan on using sterile or sterilized equipment, and I have nitrile gloves just to shield instruments from my skin and skin oils.

You can always add a shot of flavoring to your juice without a total remix. So mix your juice and see how you like it and then add a shot if you think it needs it. You cannot reduce flavoring as easily. You need to redo the whole batch by adding PG or VG. I use a Pink lemonade mixed by a guy I know. I taste it and then often he will add a shot of flavor to it. BTW, I'm a huge lemonade fan.

Yep, I wash my hands real swell and put a clean towel down where I mix. Plus, and it's not popular here, but I use a disposable syringe for each mixing session. They're cheap enough. As for nic poisoning, the real danger is when you are using pure nicotine rather than a diluted ratio. I know you don't use it, but for reference and since you mentioned it...

You don't need to worry about VG. Few people have allergic reaction to PG but on the skin they are nothing dramatic, a bit red-ing or a mild rash at most. Some of the flavouring chemicals also can cause allergic skin reaction when they are still undiluted. In the form they are offered as concentrates for making e-liquids they are already diluted.

If you handle these materials and believe having any allergic skin or respiratory reaction, then just soak the cushion of a plaster with a small amount of that material. Put on your arm where is less body hair for 4 -6 h. Look for any swelling or obvious colour change that persists for some time, or strong itching. Certainly you should not vape that material then. Note, most of the time even if you have reactions it is more in the unpleasant department but nothing really serious. Regarding hygiene, I am with Don.
