Definitely ss in tc , nickel is a pain in the ass and ti is not readily available in my area .Don't get me wrong nickel produces nice flavor , but the coil needs to be flawless if every things not perfect it gets all wonky . Nichrome tough in the ss family gets to hot to fast for tc .
Tcr will produce better cloud once you get all adjusted , and flavor is still brilliant .

At what temperature does organic cotton start to burn? Basically what is the best temperature to set the mod at so the cotton doesn't char?

Well, there is a temperature, but you can't really set the mod temp there because you won't have a warm enough vape really. The temp cotton burns at, of course, is measured on dry cotton. Since it's soaked in juice when vaping, it shouldn't be a problem to set the temp higher than the dry burn temp. I think it's like 420F or so. I have my TC set at 442F usually, going up above 500 at times when I feel like it.

In my experience, I have yet to burn the cotton in TC mode. Simple reason is, since the mod governs the temp based on resistance, by the time I have less juice, I get less flavor and vapor, and even sometimes a DRY COIL warning and the mod won't fire. So I've not experienced singed cotton yet.

Couple of questions. I read hear about y'all building coils with really low resistance like .12. I've read elsewhere that TC coils shouldn't be lower than .3. Is there any consensus on this?

Avatar, how do you like your Artic Turbo. I have an older Artic, thank you Bob, which is brilliant. I'd like an updated Artic with top fill and more capacity. Would you recommend the Artic Turbo?

TC works based on resistance, and metals with low TCR values like SS316 may not be read by the mod as effectively at super low ohms, but I haven't had any issues. I use.25 ohm SS316 builds and it works fine.

Disclaimer: this is just my opinion based on my own experience. 

I build low resistance coils for use in power mode, because SS has much lower resistance than kanthal and works well in power mode. 

I build higher resistance for TC, because SS has much lower TCR than Ni or even Ti so by having a higher resistance, it will fluctuate more with temperature which will make the TC much more effective. 

I asked around here and searched a few other vaping sites a few months ago when I was trying to figure out how to get TC to work with SS wire, because I had just gotten my DNA200 and wanted to try it out but nothing I was doing would work. And I was told that I was building coils with too low resistance and that TC for SS works best at around 0.3 or higher. Originally I hadn't thought of that, since most TC coils for Ni or Ti are extremely low resistance (like, 0.05 ohms low) and so at the time I didn't realize SS coils should be higher, but lo and behold, I tried it and it worked much better. 

So that's my experience, but like TW said he uses slightly lower resistance and it works for him, so ymmv. Generally, the only real consensus is that (1) since SS has lower TCR than other TC wires, it needs to be a bit higher resistance to work well, and (2) do what works for you, if it works at 0.2 then use 0.2 ohm coils, if it works for you at 0.5 use 0.5 ohm coils.

I made some ss juggernaut coils. .1ohm dual coils and they work perfectly in tc mode. Extremely smooth vapor with lots of flavor and clouds I like.
